Connection Configurations (min and max connections) at oc4j-ra.xml level should be less than the configuration at the data source level. This is required since multiple connection factories can connect to a single data-source. Hence at the data-source level the max and min connections should be greater than the ones specified in the oc4j-ra.xml.
